Border color of Combobox won't stick.

I am using A97 and trying to set the border color of several controls to
specific colors.
I set the color of the combo box borders as blue in the controls property
menu.
However, when the form opens, if the combo box has existing value, the
border appears grey. Only if a combo box is empty, does its border appear
blue.
How do I get the border to stay blue?

Never mind, there was a textbox over the combo box. I was setting the border
color of the textbox not the combo box.
