Micayla Bergen,
Why don't you use a table with three columns, apply a border to the first
and last column and apply no border to the top and bottom line of column
two.
If you must use textcolumns, select your whole document and apply a border,
if you want the line at the bottom and top of every textcolumn, apply a
column break at the appropriate place at the end of a paragraph.
Another solution would be to draw a rectangle and anchor it to the header of
your document.

There are, as Luc has suggested, various ways to get borders around portions
of a page--table borders, text box borders, etc. But if you want a *page
border* (that is, you want to use Border Art), the only way to do this is to
use the "2 pages per sheet" option in the Print dialog.
