Borders in conjuction with Tables

I am working on a document that has many tables. A page
border has to be placed around the document (this is a
training manual) and in addition I have placed a border
two-inches from the left margin for note taking for the
students. The issue is when there is a table the two-inch
border will not appear because the table already is
surrounded by its own border. I am not sure what to do.
Any suggestions are welcomed

Could you add an extra column to the left of the table and remove all
borders except the left one?
