I'm trying to do a border on top and on the bottom, as well as do a third
color for main portion of slide. How can I do this and apply it to every
slide. I'm a mess.

Draw the border on the master (View/Master/Slide) - everything you draw or
apply to the master will appear to every slide of the current presentation.
