? breaking url in html newsletters in Outlook

One of the users of the service I work for has been sending html newsletters
via email. She codes them using Frontpage and the code looks fine (and works
online via google, yahoo and the archives) but it always breaks on the ?
using Outlook. For some reason http://www.domain.com?alink.htm becomes
http://www.domain.com? alink.htm which returns a 404 as the url has an
extraneous space which appears when the url is clicked on.

I'd be grateful for any suggestions. Thanks.

I've also realised whilst looking at it further that it only happens when a
title is hyperlinked, so if the link itself is shown then this fault does not
occur.
