bring a drawn object, such as a circle, to front of text again

In Word, when a cicle is drawn over some text and then ordered to go behind
the text once cannot later bring it back in front of the text to select and
alter it. Such as to change the color or even to remove it!

On the Drawing toolbar, click on the Select Objects tool (big white arrow on
the left end). This will allow you to select objects in the drawing layer
without touching text.

If the Drawing toolbar is not currently displayed, then display
it by clicking on View | Toolbars | Drawing. On the Drawing
toolbar, click on the Select Objects tool (it's the big white
arrow near the left end of the Drawing toolbar), and then click
on the behind-text object to select it. When you're done working
with the object, click on the Select Objects tool again to turn
it off, or else you won't be able to select text normally with
the mouse.
