Hi Mary,

In Publisher, I use the insert function to insert pictures, clip-art, etc.

Go to the Insert tab on the tool bar and the then click picture and select
the file where you have the icon stored.

The poster is asking about a border that has scissors, this is not clipart. Draw
a rectangle the size of the border, select it, lines, more lines, BorderArt.
