Browser instances launched from messages

I have my Internet explorer browser configured to not
"Reuse windows for launching shortcuts". In other words,
new browser instances open in their own windows and don't
share windows.

But in Outlook (2000 in CW mode) when I click on links in
an HTML message, the same browser window gets shared.

Does anyone know of a way to change the behavior so that
clicking on the links in an HTML message will cause
separate unshared browser windows to open up?
