error when launching internet explorer 8 from outlook 2007

I am getting an error when launching internet explorer 8 from outlook 2007.
The error reads: "General failure. The URL was: <web site address>. The
system cannot find the file specified."

IE will launch the window without issue but it maddening to see this error
displayed every time I open an IE link within an email.

Outlook 2007 (part of Office 2007)
IE 8
Windows XP SP3

I reset the Internet Explorer settings and went through the initial settings
again. I don't believe I am running with add ons but am not sure. There error
does not display if IE is already open. IE is the only browser installed.

Did you ever have firefox or chrome installed? This error usually only
occurs when another browser was installed and resetting IE to be default
should fix it. Use the method at
