Bubble Graph Problems

I’m trying to create a bubble graph but am having some difficulty.

The data I am trying to plot is as follows:

X-axis, Issue Category (Text)
Y-axis, Program (Number)
Data

I would like the values of X to be the actual dollar amount (bubble-ized)
and of course I’d also have the exact chart where X would be the Number of
Programs with certain errors.

So if my data indicates that Issue 2 in program 10000 has 2 errors in the
amount of $525 then I'd like to have the bubble graph plot either the count
of errors or the dollar amount of errors. Issue 2 in program 40000 might have
8 errors in the amount of $25,000.

The issue I have is…of course that I can’t seem to create it. I can create 1
axis but not both. Here is a sample of one of the SQL statements

Does anyone see where I’m going wrong? Any help would be greatly appreciated.
