Bug fixed in Access 2003 re-introduced in Access 2007

When opening a database in Access 2000 that is saved from Access 2007 in
Access 2000 format I get "... unable to create the Database windrow. Please
upgrade to a newer version of Microsoft Internet Explorer.", and Access
completely freezes.
I'm on all the latest services packs/service releases/fixes for XP and Office.

I get this under both IE7 and IE8, and the problem is a bug in the way
Access 2007 is creating the backwards-compatible version.
It used to occur in the days of Access 2003 but Microsoft fixed it, so it
should be a simple thing for them to re-fix. How do I get them to do it?!
