Is this the right forum to report Word bugs? If so...

If you place a numbered heading immediately after a manual page break, the
number of the heading is not included in the document map view.

Try formatting the heading as "Page break before" instead of inserting a
manual page break.

Good work-around, but this is still a bug.

Yes, but be aware that bugs with workarounds are always low priority for
being fixed.
