Bug in Excel omits commas in exported *.csv files

When using Excel (2003 or 2000 tested on 4 different computers with WinXP/pro
SP2 and Win2000 sp4) and saving a column of data (my case 96 #'s) into *.csv
and then reopen by drag and drop into for example into notepad, the commas
will be gone.
The proper formated *.csv stoped working around 4:30am EST

Previously never been an issue, it seems to have stoped working at a
specific time. Because halfway into one of my larger exports, around 400 data
lines/numbers, it started to drop the commas, and after that they were all
gone.

An simple test will verify it:
open excel
delete "Sheet 2" and "Sheet 3"
in column A type in number lets say 5-8
File->save as->
and save it with quote-marks as
"csvtest.csv"
answer yes to the qestion about loosing formating data etc
locate the saved file (csvtest.csv)
drag and drop it onto notepad.exe

Do you have commas after each number?

yes - then it works properly
no - then you have the same problem
