Build Team Availability 0h?

I've got a list of enterprise resources that are not assigned to any
projects.

When I bring them up in "Build Team for xyz", it shows 0h availability
for all of them.

I would expect there to be a pretty large number. Why 0h and what do
I need to do for that to change?

Perhaps I'm missing something, but...
