Building web page, won't fill the whole screen

I am trying to build a web page. I made the picture in
powerpoint, saved it as a JPEG. I inserted the picture
but it won't fill the whol screen on the webpage. When
there are different display resolutions on different
computers the picture will only fill a small portion of
the screen or will be so big you can't see the whole
picture.
How can make the picture fill the whole webpage.

The dimensions of the picture decide how much space the
picture takes up, if you a full screen picture, you will
have to resize it
