some of my email comes in with a label "bulk" why is this and how can i
regulate it. some of my important mail get this label

You need to look on your ISPs web site....this is nothing to do with
Outlook.

Its from whatever Anti Spam / Anti Virus software you are using.
Though if your ISP has spam / AV filtering its possibly there
