Bus Contact toolbar won't stay put

I have it on the second row of toolbars, using Customize toolbars, but every
time I open Outlook 2003 it puts itself on a third row by itself. How can I
stop this behavior?

I don't think you can. The BCM add-in is probably enforcing the position (just as it is not allowing you to hide that toolbar altogether).
