business card images offset

I'm using publisher 2002 and trying to print business
cards on perforated, blank bus card stock - standard 3 1/2
x 2 inch cards, 10 per page. The cards are a standard
template with a color border on the edge of each card.
The printed image for each card is slightly smaller in the
vertical dimension than the 2 inch card, so the images
become offset from the perforations. The top margin/card
edge on the top row of cards lines up perfectly, but blank
space appears at the bottom of each card with the blank
space being cumulative. Same thing happens with two
different printers.

You will need to set-up the margins manually if they do not line up
correctly.
