I want to use the business card forms that avery has. The form is 2 across
and 5 down. I don't know how to change that in Publisher in order to use the
avery business card forms. Can anyone tell me how it can be changed or can it?

Page setup, business cards, click "change copies per sheet" type these
dimensions

Side -- .75
Top -- .5
zero gaps...

If you have an earlier version of Publisher the change measurement dialog will
be available when you are ready to print.
