business contact manager won't open neither will outlook

My Business Contact manager will not open and because of this Outlook won't
open. I have tried opening in safe mode, detect and repair. I also attempted
to do a system restore at a point when it worked. But my system won't restore
at any point.

Is this BCM 2003, BCM 2003 V2, or BCM 2007?

Try creating a new profile in Start -> Control Panel -> Mail -> Profiles
Your old mail will remain on your disk.
