Bussines Contact Manager Permission Issues

It appears that my users have to have local administrative rights to use MS
Outlook with Business Contact Manager. If the user does not have local admin
rights, they will receive a "...problem connecting to databse engine.." error
message and will not be able to use the BCM portion of Outlook. I have added
users to the BCMUsers group on the local machine but with no success. It
only seems to work with users having admin privs, which I would really like
to try to avoid. Any ideas?
