Bussiness Contact Manager 2003 Installation Error

I get the following error when I try to install BCM 2003:

Command line option syntax error. Type Command /? for
Help.

and then:

Setup cannot access Windows Installer components. Setup
cannot continue.

What can be wrong?

Do you have Outlook 2003 already installed? The BCM is an add-on for
Outlook and requires that Outlook already be installed.
