I've found plenty, many of which can be used royalty-free if the application
is not "commercial". Many collections of images on CD include a lot of
bitmaps that can be used on buttons, but you need to be sure to check their
licensing statement -- some can't be used without payment of royalties.
Yes, there are (or have been, as I haven't looked in a while) some freeware
applications for creating button faces and/or icons.
There used to be a sample Icondraw application that was included with Visual
Basic 6.0 and earlier -- but, yes, it was for icons, not buttonface bitmaps.
A simple one comes with most versions of Windows -- the included Paint
applet. You just have to find what size image you need -- I'd have to search
for it -- it is, as I recall, a smallish number and I was impressed by how
much apparent detail can be drawn with so few pixels.
