Issues with opening Microsoft Outlook

When I boot up one of my users the response I get is:

The extension configuration file "C:\Program Files\Microsoft
Office\OFFICE11\ADDINS\dumpster.e..." coult not be installed. This is an
error in the syntax or format of the file.

After I press <Enter>


The extension configuration file "C:\Program Files\Microsoft
Office\OFFICE11\ADDINS\msspc.ecf" could not be installed. There is an error
in the syntax or format of the file.

After I press <Enter>

The extension configuration file "C:\Program Files\Microsoft
Office\OFFICE11\ADDINS\outex.ecf" could not be installed. There is an error
in the syntax or format of the file.

After I press <Enter>

The extension configuration file
"C:\PROGRA~1\MICROS~2\OFFICE11\addins\DUMPSTER.ECF" could not be installed.
There is an error in the syntax or format of the file.

After I press <Enter>

The extension configuration file
"C:\PROGRA~1\MICROS~2\OFFICE11\addins\MSSPC.ECF" could not be installed.
There is an error in the syntax or format of the file.

After I press <Enter>

The extension configuration file
"C:\PROGRA~1\MICROS~2\OFFICE11\addins\OUTEX.ECF" could not be installed.
There is an error in the syntax or format of the file.

After I press <Enter>

The file add-in "MSSPC.ECF" is missing or is not valid. This problem may be
seolved by useing Detect and Repair on the Help menu.

Cannot start Microsoft Office Outlook. Unable to open the Outlook window

This happens on ever computer this user logs into. He has access to webmail

I tried changes the extend.dat to a .old file and it didn't change anything.
should I have done that on a local machine or somewhere else. Something else
that I failed to mention is that we are using roaming profiles.

You'll have to do that on the local machine. In addition rename outcmd.dat
as well.

I have to assume that you are indeed using Outlook 2003 and you have
verified that the mentioned files exist in their mentioned location?

I have changed both outcmd.dat and extend.dat to .old. Neither seem to have
an affect.
