Cache Exchange Mode issues

I have a user with a WinXP/Outlook 2003 install. When he tries to open
Outlook 2003, the login to domain dialog box shows up. If I enter in the
network password, the dialog box keeps showing up. The only difference I see
in his Outlook setup is that he's running in Cache Exchange Mode. I disabled
that option and it didn't seem to help. Because of this issue, his network
account keeps getting disabled. Any suggestions??
