If this is a bug if user cannot set " Out of Office " when the user is using
cache mode ?

It may not be a bug, but it's unusual. Speak to the people who administer
the Exchange server.

OOF should work with cached mode - but of course, the user has to be
connected to the Exchange server at the time (not working offline).
As Brian suggested, speak to the Exchange admins.
