Excel doesn't, but you could reboot Windows if you mean to flush any
disk and memory caching that occurs due to normal use of the PC.

Depends on what you mean, and and for that matter where. For instance
Word can be set to copy a remote file to the local drive for editing,
and when you are done it puts it back to the server. If you have
concerns, try elaborating.

The office document is sitting remotely on a server. When I access
that file from my workstation, does the workstation cache any of that
file locally on the hard disk? Thanks

It may, it depends on memory usage and constraints. If the connection to
the server was broken, you would have to force a local save to have a
usable file, if that is what you mean.
