Cached mode causing problems

Hello,
I have a SBS 2003 Network. Exchange Server is running on the DC. about
a week ago I started having problems with Outlook 2003 clients running
in cached mode. A new mail notification will pop up, and no email will
come into the inbox. Approximately 10 of 30 users are see this problem.

I have made new profiles - No effect
Started Outlook in Safe mode - No effect
/Cleanrules - No effect
/Cleanviews - No effect
Turned off Antivirus - No effect

I have seen this problem posted several times, but no solutions.
