I want to have a calculations that based on the date entered adds the quotas from the prior to months to give you a year to date value for qutoa.

Without knowing anything about the structure of your tables, I'll have
to guess a bit; but I'd suggest a Totals query, summing Quota and
grouping by whatever other fields you want. Use a criterion on the
date field of
= DateSerial(Year(Date()), 1, 1)

to sum only those records with dates earlier in the current year.
