Calendar in MS Project Server 2002

How can I setup a new calendar? I would like to have a couple of calendars (24hr, User, Tech...) to attach to tasks within one project plan. In other versions of projects I could go to tools Change Calendar and pick a 24 hour calendar or create a new calendar. In this version it will not let me create or bring one in from the organizer form. I'm not sure if this is caused because we are using Project Server 2002.

Your MSP Server administrator probably doesn't want you using local
(non-enterprise) calendars in your projects, so [Manage Enterprise
Features][Allow projects to use local base calendars] is probably
un-checked.

Your MSP Server administrator can make a new calendar in the Enterprise
Template, if it's deemed appropriate and necessary.
