How to change the settings on Calendar View so when the calendar opens up in
month view you see only the current week at the top and then the next 3 weeks
below it?

Is this possible?

No, it is not possible. The "month" view by default is the view of the
entire month. The view you want is "current week plus 3 weeks" which is not
available by default.
