calender linking and sharing

Is it possible to link a public shared calender to a
personal calender so that any appointment or event placed
in the public folder would automatically update in a
user's personal calender?

I think a better solution is that all users can use the same calendar data file
with different user ID, each user has their own access and can create their
own private items. It seems outlook can not do this. And another software
