Can a character be annimated so it looks like it's walking?

You could use a few animated .gif characters animated with motion paths to
accomplish. Or maybe something like VoxProxy would also be well suited for
your project (www.voxyproxy.com). Or maybe someone else has some good ideas
to offer too....

You can do this - you have to think along the lines of the old frame by
frame animation done in the old monster movies. For every movement you want
to make you must create a new slide. You can actually achieve some excellent
effects this way. Each slide can only have one movement - I have found it
best to use the cursor keys to make the movements on each slide, it keeps
things consistent and smooth. The downside is that you can end up with a
very large slideshow. Have a try by putting a circle on slide 1 and then use
the mentioned method to move it around.

If you aren't set on using PowerPoint, you could use Flash for this as well.
