Can a Visio drawing be converted to 3D

No, not natively in Visio, there's 3-D-like shapes but you can't take a
drawing and convert to 3-D. You can save as AutoCAD drawings and open in
AutoCAD but I don't think you want that and they'll likely be conversion
issues.

I'm pretty sure there's some good add-ins out there that do this, search the
web for 'visio 3-d add-in'.

Adding to what Aaron says, if you mean true 3-D such that the image has 3
independent axis of rotation, allowing you to see all sides of a shape, then
definitely no. Visio is 2-D and there is no way to get the 3rd axis needed
for such rotation.
