Can access outlook on vpn, wireless, attached to lan but can't acc

Hi, can't access outlook unless I am on vpn or wireless. The laptop says I
am connected to the lan, checked connections, but can't get my email. Any
help would be greatly appreciated, have a pop 3 account, outgoing SMTP
