What's your budget? What's the scale of the project (estimated number
of tables, number of users, etc.) Why do you need a "template" rather
than a custom database which simply does what you want?

"What's the budgit?" is one of the best ways I've eveer found to get out of
doing work.
It was also a measure of how little they had thought about the idea.
