Can copiable text be inserted into a Publisher email doc?

I want to insert text into a publication that can be copied and then pasted
into another program by the receiptents.

Then don't use Publisher. You could send the message as a .pdf but it will
be an attachment, not the message itself.

Yes, you can do it. Just make sure that the text box is not overlapped by
any other element, which will convert it into an image.
