Can custom fields be grouped?

I know how to create custom fields. Imagine I get quite many custom fields
created in say Project Summary. I would like to know if i can group the
custom fields together. Otherwise, it looks quite messy, isn't it? Any
solution for this?

I need to change the form layout? Do I need to do some development? Is it
possible?

Where do you want to group the custom fields? When you say Project Summary,
do you mean that the user clicks Project - Project Information, and then you
want the grouping there? If so, no, it is not possible to apply grouping in
the Project Information dialog. Let us know more about your question.

Say when i create an activity in Project Server, i can fill in the custom
fields in Project Summary. I would like to know if the fields can be grouped
together for convenience.
Because when I have many custom fields, it'd better had them grouped in
whatever ways. Thanks

One last question. Any API such that the relevant form can be changed
somehow such that the custom fields can be displayed with a predefined order?
