Can End User Add An Attachment To A Form?

Hello,

I know as a designer I can add an attachment to a form, but can an end user
add an attachment to a form prior to submitting it? If so, how do I do so?

Hi,

Add an attachment control in the design of the form. The user can attach the
files in the Attachment.
