Can get into email, but it wont send to recipent?

I can scan documents to outlook email, but they will not send. What is wrong?

Define "will not send". Do you get an error message? If so, what does it
say? Have your contacted the tech support staff of your ISP?

Outlook reports "sending message 1 of 1", then mail sent.
But.........recipient does not receive anything. No error message. I am on
cable and have not yet contact a tech.

What's in your Sent Mailbox? Are you sure you're using the correct email
address? Try sending an email to yourself (it would be better to send it to
a different address that the one you're sending from but if you only have
one, use it).

OH - if you *do* only have one email address, how in the heck did you manage
that?? ;-)
