Can I activate Office in a new laptop when the old one has died?

One of my customers had problems with his brand new laptop and he has claimed
a new one through the warranty.

He installed MS Office 2003 on the faulty one and obviously now he wants to
install and activate it on the new one.

Is there any procedure to follow?

I forgot to include some relevant information, and after reading some posts
I'd better do it:
- I am living in London, UK
- Office 2003 Professional SP2 (not quite sure about it)

Actually I read that the best way to tackle this issue is by explaining the
situation when activating on the phone. Any other suggestion?

If Office came with the old computer then technically he can't. The license
is tied to that system. He's going to have to battle it out with the
computer manufacturer.

If he bought Office separately, then there shouldn't be any problem. He may
have to use the telephone activation but that's not a big deal.
