Not sure why you're posting this to a Visio discussion....unlesss you're
trying to build a web site diagram in Visio which you need Professional to
do.....in which you would need to go to File/New/Software and Database/Web
Site Map to create the new Web Site Map.

If you're referring to actually create a web site. There's no more
FrontPage in Office 2007 if that's what you're referring to. The
replacement is Expression Web, or if you're using SharePoint you can get
SharePoint Designer. You can upgrade from FrontPage 2003 to Expression Web
for about $99.00. More info here -

Another option to create a website with Office 2007 is to use Publisher
2007, but there's limits to what you can do compared to Expression Web.
Publisher is not an HTML editor and it doesn't have all the web form
controls and other features that Expression Web does.
