Can I control worked hours for tasks in to-do lists?

Hi,

We are starting to use Project Server 2002 as our primary
planning and control solution and we are making
some "experiences" with its possibilities.

One feature that looked very promising for controling
simple tasks without much structure and much trouble.

The great problem is that we are planning on using the
Project Server for all our time-reporting and it seems one
can't allocate hours to to-do list tasks, only percentage
of completion. Is there any workaround for this limitation
(besides promoting the to-do list to a project)?
