Can I copy the contents of 1 PWA instance to another same server

I am hoping you can help me out. I am trying to migrate the contents of the
Test PWA instance to the Production one. Both instances are on the same
server. The Production PWA instance is empty and I used the Central Admin to
backup all the components, When I restore I select the components for the
Production instance, I then change the name of the New databases with the
databases from the TEST PWA instance where all the content is. I select
existing configuration. I get no errors, but when I open the Production PWA
site, there is nothing.

What am I doing wrong?

Maurizio

Delete the PWA production instance.
Recreate it but connect to the previously restored development
databases (now named production databases) i.e. do not create new
empty databases.
Within the new instance change any settings which point to development
environment (cube related stuff)
