Can I create a listserv using MS Outlook 2007? (Not a distro list)

I need to create a something like a listserv for my boss and he would like us
to use Outlook 2007 to do this, and not tap into an outside service or
vendor. As far as I know Outlook does not have this capability, and I want
to use Google Groups, Majordomo, or Listserv itself instead. This is not a
distro list - we want an actually email address that will be linked to a
group of email addresses. Please provide some guidance on how this can be
done. Thanks!

While you can use outlook for mass mailing, its not good for true listserv
type actions (where members can reply) unless you use exchange server and
the list is either small or all internal. See
