can I download a system disk from the net

I am trying to help a friend of mine get his computer going again. It has
been on loan to someone else for some time and I believe that it has viruses
in it. The operating system was Windows 98, but I can't seem to get past
DOS. The computer will not load into windows and tells me to put a system
disk in, which I don't have for this computer. Is it possible to download
one from the net? Then, perhaps I can load windows and if there are still
problems I can the format it and then rebuild it. I cannot even format it at
present!!

You have a question about an o/s but you post to an Office group?
No you cannot download, legally, a system disk.
You have to buy one, if its a win98 you require I'd suggest EBay or similar.
