Can I edit elements of clipart (wmf file) in a grahic program?

I can edit individual elements of clipart (wmf file) in MS Word but cannot do
it MS Paint or a 3rd party graphic program such as Photoshop or PhotoImpavct.
Pl help.

You need a vector program like Paint Shop Pro or Corel Draw.
