Generally, to do something automatically, that is not already a
feature of a program, you'll need to automatie it yourself. In the
case of BCM, the low road is using Outlook's support for Basic macros.
You can write one to select all Business Contacts with that sales
stage, then create an email message to each one, automatically
inserting the email body.
