Is it possible to email two or more selected worksheets together from an
excel workbook with Outlook 2003 with out sending the entire workbook.

Manual you can select the two tabs (with Ctrl key dow) and right click on a tab name and choose Move or Copy.
You can Copy to a new workbook then and send that workbook.

Do not forget to ungroup the sheets
