Can I erase things in a photo w/ microsoft picture manager?

Is there a way to erase things- perhaps one area, or maybe the whole
background- in a downloaded photo using the Microsoft picture manager program?

You need an editing program to do this sort of thing. Try Paint.NET, it is free.
There is always a learning curve with editing software.
